Shipping of Restricted Items: California AB-1263 Regulated Products
In accordance with California AB-1263 (effective January 1, 2026) and SB-704 (effective July 1, 2027), Wilson Combat has updated its shipping protocols for the State of California. We categorize our products into three tiers to ensure we meet all legal requirements while maintaining accessibility for our customers.
Tier 1: Restricted "Firearm-Related Products" (as of January 1, 2026)
All California sales of certain firearms accessories must include:
- Displaying the California Manufacturing Notice to the buyer.
- Recording the buyer’s acknowledgment of the Manufacturing Notice.
- Collecting proof of age (18 or older) from a government-issued photo ID that includes an address matching the shipping address.
Merchants, such as Wilson Combat, must enforce the following shipping restrictions:
- Ensure all packages are conspicuously labeled with the words "Signature and proof of identification of person aged 18 years or older required for delivery."
- Ensure the shipping address matches the purchaser’s identification.
- Require the purchaser, upon delivery, to present proof of identification to the courier and sign for the delivery.
Per AB-1263, the types of Wilson Combat products that are in scope include (but may not be limited to) the following:
- Action Components: All triggers, trigger components, bolts, carriers, and firing pins. [Essentially, all components/parts of a firearm except for screws]
- Magazines and Reloading Aids: All magazines (regardless of capacity or style), magwells, speed loaders, and magazine extension basepads.
- Assault Weapon Features: Pistol grips, forward grips, grip modules (e.g., SIG P320/P365 modules), telescoping stocks, and flash suppressors/muzzle brakes.
- Structural Parts: Custom slides (stripped or complete), handguards, shrouds, and internal pins or springs clearly designed for firearm assembly.
- Reloading Dies and Tools: The definition of a "firearm-related product" includes ammunition; these tools are included.
Tier 2: Restricted Firearm Barrels (all standalone rifle, pistol, and shotgun barrels)
Merchants, such as Wilson Combat, must also enforce the following shipping restrictions:
- Ensure all orders for these items are shipped to a California-Licensed Firearms Dealer (FFL). The recipient must verify their identity in person and comply with DOJ reporting requirements.
Tier 3: Non-Regulated Items (Exempt from all requirements of AB-1263 and SB-704)
- Aiming Devices: All standalone optics (Red Dots, Scopes, Magnifiers).
- Optic Mounting Hardware: Standalone mounting plates (True Zero plates), scope rings, and Picatinny rails.
- Note: If the plate is integrated into a regulated "Custom Slide," it is subject to Tier 1 rules.
- Iron Sights: Front and rear iron sight sets.
- Maintenance & Aesthetic Hardware: Individual grip screws, decorative medallions, cleaning solvents, lubricants, and brushes.
- Soft Goods: Holsters, mag pouches, range bags, and apparel, printed and electronic product manuals.
- General Tools: Standard wrenches, screwdrivers, and punches not proprietary to "manufacturing" (e.g., bushing wrenches).
We have removed Tier 3 items from the compliance scope based on the following analysis:
- Non-Mechanical: Items like screws and medallions are not "parts sets clearly designed for manufacturing" a firearm's action or firing capability.
- Aiming vs. Operation: Sights and optics are aiming devices. AB-1263 targets devices that increase the "rate of fire," "speed of reload," or "lethality" via mechanical features (like flash suppressors). Standalone glass and iron sights do not modify the firearm's mechanical rate of fire.
- Mounting Platforms: Mounting plates are interfaces for exempt aiming devices. They are not structural components of the firearm's action or "Assault Weapon" features as defined by PC § 30515.
Additional shipping notes for California orders
- We can only ship orders containing Tier 1 products to the address listed on your provided validation document (e.g., California Driver's License). Ensure that the shipping address selected at checkout matches your ID. By law, your shipping address must match the address listed on your verified ID. We cannot ship regulated items to a different address (e.g., a workplace or secondary residence). If it does not match, we will not be able to ship your order, and it will be canceled. You will not be billed if your order is not shipped.
- We can only ship orders containing Tier 2 products to a California-Licensed Firearms Dealer (FFL).
- California law requires all regulated parts to be delivered with "Adult Signature Required" confirmation.
- Carrier Age Standards: While the law allows 18-year-olds to purchase these parts, major shipping carriers (UPS, FedEx, USPS) define an "Adult Signature" as a person 21 years of age or older.
- Delivery: Someone aged 21+ must be present at the delivery address to show ID and sign for the package. If no one 21+ is available, the carrier will not leave the package. Your package will be returned, and your order will be canceled. You will be refunded for your order, less shipping costs (and applicable taxes on shipping costs).
- Surcharges: An additional surcharge may be applied to all orders requiring an "Adult Signature".
- You will be required to complete additional validation for your orders after your order has been submitted. We utilize a US-based service provider to collect and process the required validation documents. All documents are stored and processed in a US-based data center in accordance with the California Consumer Privacy Act (CCPA)./li>
- Please check your junk or spam folder for both your order confirmation and an additional email with a link you must visit to upload the required validation documents.
Ultimately, you must understand all laws in effect for your location. Wilson Combat will do its best to abide by all current laws regarding preventing the sales and shipping of firearms tools, parts and accessories to places where we know it is prohibited by law.
Beginning on January 1, 2026: firearms tools, parts, and accessories have additional requirements imposed by CA AB-1263. The language of CA AB-1263 indicates that hundreds of Wilson Combat firearms tools, parts, and accessories that are otherwise legal to purchase and possess now fall within the scope of the egregious and vague mandates of AB-1263.
As of December 23, 2025 all shipments of firearms tools, parts, and accessories are blocked to California while we update our systems to comply.
Merchants, such as Wilson Combat, must also:
- Ensure all packages are conspicuously labeled with the words "Signature and proof of identification of person aged 18 years or older required for delivery."
- Ensure the shipping address matches the purchaser’s identification.
- Require the purchaser, upon delivery, to present a courier with proof of identification and provide a signature to receive the item.
Broad categories of Wilson Combat products that we believe are in scope include (but may not be limited to) the following *:
- All types of handgrips: Included as an "accessory" that enhances the shooter's ability to operate the firearm.
- Centerfire action components: Included as parts "clearly designed" for the assembly or manufacture of a firearm.
- Custom slides and barrels: Barrels are explicitly regulated under both AB-1263 and SB-704; slides are included as essential "manufacturing parts" and components that house the firing mechanism.
- Flash suppressors: Explicitly listed as an accessory subject to verification and shipping restrictions.
- Forward pistol-style grips: Included as an accessory that enhances handling and is a restricted feature under PC § 30515.
- Front & rear sights: Included because "sights" are frequently listed by California regulators as accessories that enhance a shooter's ability to "use" or "operate" the firearm more effectively (enhancing lethality/accuracy).
- Grip modules: Included because they are "attachments or devices" designed to be affixed to a firearm to enhance the shooter's ability to hold and operate it (e.g., SIG SAUER P320/P365 and similar platforms).
- Magazines of all types: Included because they are "devices designed to be inserted into a firearm" to facilitate the reload process.
- Optic-ready slides: Any custom-machined slide (including those with the True Zero system pre-cut) is considered a primary mechanical component and a "manufacturing part" of the firearm.
- Pins: Regulated as "parts or parts sets" clearly designed and intended for the manufacture or assembly of firearms (e.g., pivot pins, takedown pins, or fire control group pins).
- Pistol-style Grips: Explicitly listed as an accessory subject to the new requirements.
- Red Dot optic mounting plates: Regulated as a "part or parts set" designed to be affixed onto a firearm. Since these plates are structural and necessary to interface the optic with the slide, they are often categorized as firearm components.
- Screws: While seemingly minor, these are regulated as "parts clearly designed and intended for use in manufacturing" when sold as part of a firearm kit or specifically for firearm assembly.
- Semiautomatic action components: Regulated as parts clearly designed for the manufacture of firearms (e.g., bolts, carriers, and firing pins).
- Shrouds and handguards: Included as accessories that protect the shooter's hand and enhance operation.
- Springs: Included when they are specific to a firearm’s function, such as recoil springs, trigger springs, or magazine springs, as they are "parts clearly designed for use in manufacturing."
- Stocks (folding, telescoping, or thumbhole): Explicitly listed as accessories subject to shipping restrictions.
- Threaded barrels: AB-1263 (along with SB-704) requires these to be sold through an FFL and subjects them to strict identity verification.
- Triggers and trigger components: Explicitly targeted because they are the primary mechanism for a firearm's "rate of fire" and are essential "action components."
- Tools: Explicitly includes jigs, 3D printers, CNC milling machines, or any other tool "clearly designed and intended" for use in manufacturing firearm components.
